Soak the skate wings in cold water.
Peel the potatoes and boil for 20 minutes in salt water.
Squeeze the lemon. Slice one orange in half and dice one side,
slice the other. Grate the zest from the other one.
Boil the orange and zest, then strain, keeping juice to one
side. Bring this to the boil, add a few mint leaves to the
steamer (or colander) and place the fish on top, drizzled with a
little lemon juice. Steam for 10 minutes.
Arrange plates with a skate wing on each one and a few potatoes.
Sprinkle with orange, snipped mint and pink peppercorns. Drizzle
with juice from cooked oranges and lemons and serve immediately.
